Mikala Noe

Ms. Noe specializes in providing analytical and compliance review services to government clients. Ms. Noe provides detailed financial and operational compliance reviews of the Department of Veterans Affairs (VA) Enhanced-Use Lease (EUL) program, an evolving international portfolio of approximately 80 projects. Ms. Noe coordinates a team conducting post-transaction oversight of the EUL program, supporting the VA Office of Asset Enterprise Management (OAEM) in portfolio management. Ms. Noe recently coordinated the production of a Project Manager Program Guide for VA’s Office of Construction and Facilities Management (CFM). She also supported the development of procedural guidance on acquiring space in today’s market for CFM’s Office of Real Property. With more than four years of experience as an attorney representing state government entities and individuals, Ms. Noe has represented the Kentucky Labor Cabinet and reviewed and wrote administrative and procedural policy for the Cabinet. During her time with the Louisville, KY Public Defender Corporation, Ms. Noe represented indigent defendants in over 1100 misdemeanor and felony cases.

Ms. Noe completed her J.D. at the University of Maine School of Law, her M.A. in Political Science at the University of Louisville, and her B.A. in Political Science at Eastern Kentucky University.
