Riley McGuire Partners, LLC Wins Five Year Contract To Support The Department of Veteran Affairs (VA) Enhanced-Use Lease Program

Riley McGuire Partners, LLC was awarded a five (5) year Indefinite Delivery, Indefinite Quantity Contract to provide Post Transaction Support services for the oversight and monitoring of the Department of Veterans Affairs Enhanced-Use Lease (EUL) Portfolio and Section 111 Historic Reuse projects.

An EUL is a cooperative arrangement in which underutilized VA properties are made available to public or private entities in exchange for consideration, monetary and non-monetary, that furthers VA’s mission. EULs are utilized to better serve our nation’s Veterans through expanded services, and to better use and allocate available resources.

The VA EUL portfolio currently includes 78 active projects, making VA one of the largest and most successful EUL programs in the nation. Veterans have enjoyed access to an expanded range of services such as homeless housing, job training, mental health counseling, etc. as a result of the EUL program. Without the EUL authority, homeless Veteran housing services would not be as readily available and accessible on some medical center campuses. VA has used its EUL authority to develop housing projects that included both transitional and permanent supportive housing for Veterans who are homeless or at risk of homelessness, as well as for independent and assisted living for senior and disabled Veterans. As of the close of fiscal year 2018, there are 48 EUL projects with a housing component currently in operation, providing 3,016 units of housing with another 239 units currently under construction. Many other services have come to fruition as a result of the VA’s EUL authority such as hospice centers, mental health facilities, expanded parking, and child care facilities.

Under the contract, Riley McGuire Partners, LLC will provide real estate services to support the review and monitoring of EUL projects in the post-transaction phase of the lifecycle (i.e. after lease execution), including independent trust agreements, accounting services, financial services for all financial structures under the enhanced-use lease program, and to provide auditing services.
